Austin, TX – The Texas Business Political Action Committee (TXBIZPAC), the political arm of the Texas Association of Business, today announced its endorsement of nine constitutional amendments on the November 2025 ballot that will strengthen Texas’ economy, protect taxpayers, and ensure the state remains the best place in the nation to do business.

Each of these propositions supports Texas’ pro-growth, pro-jobs environment. From protecting taxpayers from new burdens to investing in workforce and infrastructure, these measures will help secure Texas’ long-term economic future.

TXBIZPAC enthusiastically endorses the following propositions:

✅ Proposition 1 – Launches a strategic fund to rapidly expand and modernize Texas technical colleges—critical to powering our AI, energy, semiconductor, and data center economy with the skilled workforce these industries demand.

✅ Proposition 2 – Permanently bans a state capital gains tax, locking in Texas’ pro-investment, pro-innovation advantage and ensuring we remain a magnet for startups, venture capital, and high-growth companies.

✅ Proposition 4 – Makes a generational investment in Texas’ future by directing $1 billion annually for the next 20 years, into the Texas Water Fund to secure a reliable long-term water supply. This unprecedented commitment will support population growth, strengthen community resilience, drive industrial expansion, and ensure business reliability in every corner of the state.

✅ Proposition 6 – Bans any tax on stocks or other securities transactions—protecting Texas investors, entrepreneurs, and capital markets, and positioning Texas in direct competition with states like New York where such taxes are always a threat.

✅ Proposition 7 – Delivers targeted property tax relief to the surviving spouses of our fallen veterans—strengthening Texas’ reputation as the most military- and family-friendly state in the nation.

✅ Proposition 8 – Permanently bans estate, inheritance, and gift taxes—ensuring family-owned businesses and farms can grow and be passed to the next generation without government interference.

✅ Proposition 9 – Raises the business personal property tax exemption to $125,000—slashing red tape and tax burdens for small businesses so they can reinvest, innovate, and scale.

✅ Proposition 11 – Expands property tax exemptions for seniors – Texans 65 years of age or older – and Texans with disabilities from $10,000 to $60,000—boosting community investment and economic vitality while lowering the cost of living.

✅ Proposition 13 – Increases the homestead exemption from $100,000 to $140,000.



“These amendments represent smart policy that will keep Texas’ economy strong and competitive,” added TXBIZPAC Chairman Brett Graham. “We encourage Texans to vote ‘YES’ on all nine.”

Election Day is Tuesday, November 4, 2025. Early voting runs October 20–31, 2025.
