Post-Session Report Highlights Historic Tax Relief, Regulatory Reforms, and Pro-Business Investments

AUSTIN, TEXAS — The Texas Association of Business (TAB) today released its comprehensive post-session report outlining key wins for the Texas business community following the conclusion of the 89th Legislative Session. From unprecedented tax relief and smart regulatory reforms to bold investments in infrastructure, workforce, and innovation, the session delivered sweeping victories that will strengthen Texas’ economic competitiveness for years to come.

“The 89th Texas Legislature has officially adjourned sine die—and it was a landmark session for the Texas business community,” said Glenn Hamer, President and CEO of TAB. “From historic tax relief and sweeping regulatory reforms to transformative investments in infrastructure, innovation, and workforce development, lawmakers delivered results that will strengthen our economy for years to come.”

TAB’s 89th Session Results Report highlights major legislative wins, including:

  • A $10 billion property tax relief package and a $125,000 business personal property tax exemption
  • Permanent R&D tax credit reforms to incentivize innovation
  • Creation of the Texas Advanced Nuclear Energy Program and Texas Cyber Command
  • Over $2.5 billion in water infrastructure funding
  • Major investments in semiconductor production, AI, and quantum computing
  • Sweeping regulatory modernization to reduce red tape for small businesses and employers

The report also details successful efforts to stop harmful proposals that would have increased costs, stifled innovation, or undermined Texas’ pro-growth business climate.
